Why wasn't a manual transmission offered with the Crossfire engine (LU5)?

General Motors wanted to offer the four-speed manual transmission with the Crossfire fuel injected engine but was unable to get that combo to pass federal emission standards. Even late into 1981 Pontiac was publishing that the four-speed manual was to be offered with Crossfire fuel injection but in December of 1981 it was officially dropped. This raises the question, what difference does the transmission make on emissions? Automatic transmissions shift to lower gears sooner than the typical manual transmission driver. This means, on average, the engine runs at lower RPMs. The lower the RPMs, the less combustion cycles, resulting in less emissions coming out of the tailpipe. The difference isn't huge but it is enough to effect certification.
